When it comes to TWNIC’s efforts to reduce DNS abuse, the best-known measure is the DNS RPZ mechanism, which helps protect users in Taiwan from illegal websites by modifying the resolution results of malicious domain names. However, this mechanism alone cannot fully address all DNS abuse issues. As a result, we have begun adopting a defense-in-depth strategy, using multiple complementary mechanisms to reduce DNS abuse. This session will cover the operational status and known limitations of DNS RPZ, and explain how the Phishing Check service, the Trust Notifier mechanism, and Passive DNS records are used to build a more comprehensive protection framework. The Phishing Check service is a long-running public reporting service provided by TWNIC, allowing anyone to report phishing webpages. It continuously receives phishing reports from the public, and once abuse is confirmed, TWNIC notifies the registrar. The Trust Notifier mechanism is a framework that TWNIC has recently been actively promoting and collaborating on. Its main purpose is to enable rapid intelligence exchange between trusted registries, thereby reducing the cost of verification. Passive DNS records are a source of intelligence that TWNIC began collecting and using last year. Since DNS RPZ can only address abuse at the domain-name level, we have started trying to track the IP addresses associated with malicious domains and examine their reverse lookup records to determine whether newly emerging domains are also mapped to those IPs. We can even perform keyword monitoring on newly emerging domains to help identify previously unknown malicious domains. Moderator
